From the plant on the lakefront to the record that remains.

What follows is the public sequence already receipted below — plant, title, remediation tonnage, council roll-calls and declared recusals, attested public money, and the gaps the archive still names.

The site is the former GenOn coal-fired power plant on Avon Lake’s lakefront. In the record assembled here, title moved in 2021 to Avon Lake Environmental Redevelopment Group LLC (ALERG); Charah is named as the redevelopment and remediation contractor. Those names — GenOn, ALERG, Charah — are the terms this case matches across the corpus. The entity register states the limitation in plain terms: corporate and ownership relationships beyond the recorded names are not established on this page.

Public reporting in the title chain places a GenOn → ALERG purchase agreement in May 2021. The Lorain County Auditor’s real-estate transfer table on this page lists 4 general-warranty deeds for the seed parcels, each carrying tax year 2021, each flagged exempt and “not a valid sale.” On the money ledger, the consideration recorded for those deeds is $0 — an exempt title transfer, not a priced sale on the money ledger. Presence of a transfer is not evidence of a payment; the transfer register’s own caption says so. The same title chain records April 4, 2022 as the full acquisition date for the 627 MW former plant, with ALERG described there as a Charah Solutions subsidiary.

Remediation figures on this page are point-in-time. As of January in the report cited below, more than 36,000 tons of coal and 778 tons of asbestos had been removed, with demolition managed by ALERG and Verdantas named as environmental consultant. Those totals are reported as of that January snapshot; completion totals are not yet on this file. The remediation panel’s limitation is the same sentence a reader should keep: a reported haulage figure is not a final close-out certificate.

The attested acreage pin splits the site as 43.23 ac total: 23.22 ac public park (53.7%) planned for a public lakefront park, and 20.01 ac remainder (46.3%) remaining for private redevelopment under the mixed-use overlay. The acreage figures are labeled attested because a human pinned them — marked attested on the acreage panel; the page limitation states the park acreage is the planned acquisition in the 2025 development agreement, not a completed transfer. One representative recorded roll-call on this page is Resolution No. 26-43, moved by Mr. Shahmir, motion passed, with the member votes shown in the example table. Separately, the minutes record 11 declared recusals on case-matched votes, counted from motions to excuse rather than from an assessment of any underlying tie. One quoted excuse on this page records Council President Smith moving to permit Mrs. Goodwin to be excused from Ordinance No. 26-48 pursuant to Code §220.19(b), citing her seat on the board of Community Resource Services — an acknowledged tie for that vote as minuted, not a finding about any undeclared relationship. The recusal register’s limitation is explicit: an undeclared tie does not appear here by definition.
